British Broadcasting Corporation Gaza Documentary Ruled a 'Major' Infringement of Broadcasting Regulations, States Broadcasting Watchdog

The public service broadcaster committed a "serious breach" of industry standards by not revealing that the voice of a programme about the Gaza conflict was the offspring of a Hamas representative, as determined by UK media regulator Ofcom.

An inquiry by the media regulator into Gaza: How to Survive a Warzone has determined that the programme was "significantly deceptive".

The BBC's director general had earlier expressed regret, noting there had been "a major oversight in relation to truthfulness".

The regulator has directed the broadcaster to transmit a evening announcement about its decisions.

"Since this amounts to a major infringement of our regulations, we are directing the corporation to air a announcement of our determinations against it on BBC2 at 9pm, with a date to be determined," the regulator stated.

'Possibility to Erode Confidence'

The watchdog's announcement said: "Our investigation concluded that the film's omission to reveal that the narrator's parent served in a role in the Hamas-administered government was substantially inaccurate.

"This implied that the public did not have essential details which may have been highly relevant to their judgment of the voice and the details he presented.

"Confidence is at the center of the connection between a media organization and its audience, especially for a national broadcasting corporation such as the British Broadcasting Corporation.

"This oversight had the possibility to erode the significantly high amounts of trust that audiences would have placed in a documentary produced by the BBC about the conflict in Gaza."

The programme was removed from iPlayer in the month of February after the presenter's familial connections emerged, and in July an internal BBC review found it violated the corporation's content policies on factual correctness.

A BBC spokesperson commented: "The authority's determination is in agreement with the findings of the internal assessment, that there was a significant failing in the programme in relation to the broadcaster's journalistic policies on accuracy, which corresponds to regulation 2.2 of the regulator's media standards.

"We expressed regret for this and we accept the regulator's ruling in its entirety. We will adhere to the penalty as soon as the timing and language are determined."
